IEC Technical Activities - Structure

SMB/CAG proposal concerning the Directives Supplement

The SMB decided to continue the process of reducing procedural divergences between IEC and ISO and hence minimizing the material contained in the IEC Supplement to the Directives. The SMB also agreed that an integrated version of Part 1 of the ISO/IEC Directives, containing all material in Part 1 and the IEC Supplement should be published in a single document.

SMB/CAG proposal concerning the review of TS and PAS

The SMB, following up on the recommendations from ahG 58 concerning the role of TS and PAS, decided to broaden the scope of the review to look at all IEC Deliverables and set up ahG 64, to determine whether IEC Deliverables meet the needs of all IEC stakeholders. Amongst other participants, ISO was invited to participate in the group.

New SyC on Electrotechnical Aspects of Smart Cities

The SMB confirmed the setting up of a new Systems Committee on Smart Cities and confirmed the appointment of Dr Fumio Ueno as Chair of the SyC.

SRG – Systems Resource Group

The SMB noted the good progress of work in the SRG and in particular the strong support and participation of IEC Central Office staff. The SRG is developing a Use Case Management Repository (UCMR) and it is expected that this will be expanded so that it is available to all TCs which need to make use of it. (SMB/5798/INF)

Ad hoc Group on Electrotechnical Aspects of Asset Management for Power Networks

The SMB received a presentation from Japan on the proposal for a new TC on Electrotechnical Aspects of Asset Management for Power Networks. A number of SMB members expressed concern that similar work might already be under way in other TCs and as a result, the SMB decided that further review of the proposal was necessary. The SMB set up ahG 65 to undertake this task and in particular asked CIGRE for its help in this area.

Ad hoc Group on Smart Home/Office Building Systems

The SMB set up ahG 66 to review all activities in IEC and other organizations related to electrical, electronic and other systems including lighting installations in home/office buildings and to make recommendations on systems work in this area.

JDMT, Joint Directives Maintenance Team

The SMB approved 12 items relating to the ISO/IEC Directives, many of which permitted alignment between IEC and ISO processes. One item, relating to the Guidelines on patent declarations, was not approved. The 12 items are as follows…more

ISO/IEC Directives, Part 2

The SMB approved the publication of a new edition of Part 2 of the ISO/IEC Directives, which is a significant revision of the current edition.

Direct publication of CDVs

The SMB amended the decision it had taken in Minsk concerning direct publication of CDVs. The SMB agreed that CDVs which had been approved and where no further technical changes were being made should be published directly, without passing through the FDIS stage. CDVs which had been approved, but where technical changes were being made, would continue to pass through the FDIS stage.

TC/SC Matters

Review of TC/SC statistics

The SMB expressed concern on the persistent presence of certain TC/SCs on the list, presenting 3 or more levels of concern. SMB decided that TC/SCs appearing on the list should develop a plan to address the identified deficiencies. SMB will review the performance of the TC/SCs concerned with actions up to and including disbanding of inactive TC/SCs.

Follow-up on work in TC 10 on mineral insulating oils

The SMB expressed concern that TC 10 had not implemented its previous decision on the subject of mineral insulating oils in a satisfactory manner. TC 10 had decided on a route which still meant that there was potential discrimination of products based on their provenance.
SMB instructed TC 10 to prepare a single standard, applicable to all mineral insulating oils, but including a requirement to declare the provenance of the oils.
SMB also expressed concern on the actions of CENELEC BT which potentially sent contradictory messages on the subject.
This whole issue raises the importance of TC/SCs writing standards to reflect performance requirements rather than design requirements wherever possible.

Procedures for the submission of QPs

The SMB confirmed that SCs report to their parent TCs and that any Questions of Principle (QPs) can only be submitted by TCs. SCs, even when meeting separately, must submit QPs through their parent TCs. The SMB further asked the DMT to draft appropriate Directives language using the instructions given in the RSMB form.

Funding of meetings

The SMB reaffirmed the IEC policy on meeting fees, making it clear that it was inadmissible to require payment of meeting fees by participants in IEC meetings (TC/SC/SyC or MT/PT/WG). The SMB also requested that NCs were always notified of the holding of meetings in their country.

TC/SC minutes trial

Ricardo Nava, one of the YP leaders, presented inputs from the YPs to the SMB on the Directives and the practices around minutes. The SMB decided to implement a trial on a recommendation from the YPs on generating and approving meeting reports directly during meetings, thereby eliminating the often considerable waiting time for their circulation.

TC/SC reports

The SMB approved 17 TC/SC reports, including SBPs by correspondence before the SMB meeting. The SMB continues to monitor the timing of submission of the TCs/SCs reporting to SMB, to ensure that the reports are received within 3 months of the TC/SC meeting.

Projects for which extensions of target dates had been reviewed

The SMB approved extensions of target dates and project plans for projects, including those with more than 4 months delay, CDVs that require longer than 24 months to be available and requests for extensions in the TC/SC reports.
